Common Ancestor & Formula not working

I am attempting to create the correct formula to calculate a specific department (car, phone, medical) costs for a period in time, December 2020. I do not understand why my Department numbers are 0 for each month or how to correct it. I am not sure how to map time when time is not actually in the spreadsheet I uploaded. 

 

I continue to get a common ancestor error when trying to select a parent hierarchy for E3 Roles.

    I removed the dimension. One thing I noticed is I am not able to map Executive even though it is one of my list items.
