Conditional Formatting w/o Defined Min and Max

Is there a way to conditional format a line item without setting a min and a max boundary? I'm thinking of something similar to doing a color scale in Excel where it will essentially rank the values as opposed to format based on a min and a max.

 

Ideally I would want to do this in the new UX, but can also do it on the back end too if needed.
