Change time settings without workspace admin

I see a lot of different models where some business users are owners of the model but don't have the workspace admin access because they are not the builders. What I would like to see to have the possibility to grant a user or a group access to the time settings in order the business user can change for example the new period of the time scale from 445 to 454 or 544.
