Setting up the Sub-region

Instructions say to use the Parent Formula - which i'm not able to get to work correctly - see attached screen shot

 

However when i go into the rep setup module the sub-region is populated without the parent formula based on the formating of Sub-region to be List: Sub-region L3

 

So my questions are:

Is it correct to assume the Sub-region in the Rep Set up module would be populated based on the format using the list?

 

If the above is true - why are the instructions saying this field is to be populated by a Parent formula?

 

What am i missing here?  Or have i been spinning my wheels for awhile nowParent FromualParent FromualRep Setup ModuleRep Setup Module

    The guide said to use...

    PARENT(ITEM(‘Repls L4’)) 

     

    The formula is actually...

    PARENT(ITEM('Reps L4'))

     

    Note that the single quotes are different.
