ALM Revision tags - Add Synced By and Synced Date - SOX

In ALM, in Revision tags, both Dev and Production have Created By, and Created Date.  It would be useful, in Production, to have Synced By, and Synced Date instead of Created.  This would allow us to see who created the revision tag, and who moved it to Production.  For SOX, we are ensuring that the person that did the development is different than the person who moved the changes to Production.
